feat: external HTTPS monitoring pull via monitor.php

Add cron-ready pull checks for critical URLs with SSL expiry warnings,
retry-before-alert, JSON results in private/data, email alerts, and a
90-day target-list review reminder.

feat: SMTP mail stack and separate server.env deploy

Add mail.php with STARTTLS sending, test scripts, server.env split from
local .env, admin@ postbox docs, DKIM DNS support-ticket notes, and todo 11
for boka relay.
