chore: add pyproject.toml with ruff and pytest config

Pin Python 3.11 for parity with the Docker image. Dev deps live in requirements-dev.txt for local lint/test without rembg/onnxruntime. Co-authored-by: Cursor <cursoragent@cursor.com>
