feat: bootstrap webspace deploy and status-beacon landing page

Add public/index.php, private config bootstrap, FTPS deploy script, and complete todo/01 including Let's Encrypt, HTTPS redirect, and HSTS docs. Co-authored-by: Cursor <cursoragent@cursor.com>
